The father, who had the kids, told Phoenix police he had the legal right to take them. He spoke with 12 News Sunday. Police told WFAA the 17-year-old may left voluntarily at first, but they're still trying to figure that out. Troopers said the 4-month-old girl was found safe, but the suspect was still at large. Anyone with information is urged to call 911. New Jersey State Police were looking for Chinna Payne, who is less than one month old. CBS2's Jessica Layton reports. The suspect is also accused of stabbing his girlfriend.
